The circumstances behind this meeting were not the best, and yet Alfred still looked forward to the meeting. So many of his 'meetings' as of late were with members of the Pact that he was relieved to meet with someone from the Allegiance. While Alfred did enjoy the occasional verbal spar with Ivan, a meeting with such a good friend as Japan meant that he wouldn't remain on edge for the entire meeting.
Not that the two wouldn't be discussing pressing matters. Recent evidence uncovered a possible threat to areas that both America and Japan had a vested interest in. There was no absolute proof of this danger, but Alfred did not want to allow time for any such threat to materialize further. The fact remained that the Philippines were important strategically for Alfred, and he wasn't about to let them fall under control of the Pact.
Even if he was only operating on a rumor, sending extra defenses their way might not be such a bad idea. That way if something did happen, they'd be prepared. He also wanted to offer his assistance to Japan if the other nation needed it. Not that Japan didn't have a decent military of his own, but Alfred was well aware that his was amongst the most powerful in terms of both manpower and technology - to the point of cockiness on occasion.
The irony of this meeting was not lost on Alfred. His encounters in the Philippines during the previous World War were against Japan. Now, Japan was not only one of his closest allies, but arguably one of his best friends.
He was meeting Kiku on the other nation's land. It was closer to the area that they needed to discuss in the first place. Though Alfred had yet to dispatch more troops to the Philippines, the troops he did plan to send out were already in preparation for their deployment. He just needed to discuss a few matters first. Did Kiku have any areas under threat as well? If so, did Kiku want assistance? Did Kiku want to offer Alfred assistance? All of this needed to be discussed before action was taken.
Despite the possible threat, Alfred approached their prearranged meeting place with a smile on his face. He was meeting with something that he was on very good terms with, and they were addressing merely a possible threat, not an impending threat. Needless to say, he was in better spirits than he'd been in a while.
"Kiku?" He called out when he finally arrived, peering around for any sign of the other nation. He doubted that he was the first to arrive. He not only had farther to travel, but punctuality was never one of his finer qualities if the situation did not immediately call for it.
(I decided to leave the exact details of the meeting place up to you, hence why it's stated somewhat vaguely in the post. I hope this is alright, and feel free to let me know if there are any changes I need to make!)

Of course Japan had arrived early at the bar he’d agreed to meet Alfred at; it was a place they would frequent often when America came to visit him and so Japan had chosen it not just for that reason but because of the atmosphere. He was becoming weary of meeting in the stiff rooms of his embassies or of travelling abroad to meet with men who were his enemies or potential foes. Kiku didn’t want to meet Alfred as he stepped off a plane in his navy’s uniform. That wasn’t to say that he sat at the table awaiting the other nation in his usual violet yukata and blue robe. While he knew this was to be a more casual meeting, it did not lack its seriousness as well. So he wore a light gray suit and ran his fingers over the lip of his mug of tea, taking it every now and then into his hands and letting it warm his palms.
It mattered not that their meeting would be under circumstances of duress, Kiku was still very happy to be seeing Alfred. It seemed far too long ago that they’d seen each other anyway, but they were both fighting a war and Kiku’s attention had mainly stayed focused in the pacific ocean because he was just miles of ocean away from Russia and China and other Pact countries. He recognized his vulnerability, but he had a spirit of blood and metal. Japan was an country who had lived long and seen bloodshed—more than America could imagine, but it had only been in the last century that he’d seen the most and been injured beyond words. His right knee had the scar of Nagasaki while a burn had marred the skin of that same thigh for Hiroshima. America had made marks on him where other countries had only tried and yet despite the horror and sadness of those days, Japan held no hatred towards the nation. It had been to his cool hands and worried expression behind those glasses he’d awoken to.
Such memories should have brought him pain, but instead he smiled. America. They had once fought on the opposite side and it was with others he’d met to stop Japan from advancing, but it was true. They’d become not only close allies, but friends. Japan’s closest and most dear certainly. Their past was the past and each had admitted their wrongs.
If only other nations could be the same.
Kiku was so lost in his reveries that he didn’t hear Alfred arrive until his name was called in that voice. He looked up and waved his hand. “Alfred-san, over here,” he got up to meet him and his gaze was open and eyes bright. He didn’t feel the need to hide his emotions from the other nation. They gained nothing and everything from each other.

In addition to the relief that came from meeting with a friend, there was a certain relief involved in meeting in such a familiar yet casual meeting place. He understood the necessity for formal meetings and even enjoyed attending them on occasion, but he adhered in his own way to the proverb 'all work and no play makes Jack a dull boy'. Everyone needed that time to just relax and take the edge off a little or they would start to go insane.
Alfred was dressed in a nice shirt and slacks. They were discussing business after all, though he certainly didn't want to show up to a bar wearing one of his nicer formal suits. This showed that while this was indeed a serious meeting, it was not so serious that it required all of the stops to be pulled immediately. They could, hopefully, discuss this matter over drinks.
The younger nation grinned when he heard Kiku's voice. He peered around for the other nation, his own eyes brightening when he finally laid eyes on Kiku. He waved back, walking toward the other nation. Once the gap was closed between them, he pulled the other nation into a bear hug.
That in itself was a clear sign that Alfred and Kiku were on great terms. Alfred could be extremely touchy-feely, but only with certain others. Unlike certain European nations he'd observed, he balked at the idea of strangers hugging each other or kissing each other on the cheek as a greeting. How could they even do that? Did the concept of personal space not exist in Europe?
With friends and family it was much different. That Alfred could pull Kiku into a bear hug so easily meant that Kiku was regarded highly by Alfred himself. No barriers were needed between these two, or so Alfred thought. Sometimes he neglected to take his higher than usual level of strength into consideration, and that could be a bit painful for those on the receiving end of such displays of affection.
Alfred pulled away, sizing Kiku up to make sure that the smaller nation (in both physical stature and land mass) was doing alright. "How've you been? Russia hasn't been giving you too much trouble lately I hope?" Though Alfred was still smiling, there was a certain iciness to both his tone and his expression. If Russia went after Japan again, he and Alfred might have to have a little talk about not going after his closest friends unless he wanted the favor returned.
"It's been way too long since we've hung out, man. We need to do this more often, and not just when we need to meet up to discuss taking out the trash." By trash he was, of course, referring to The Pact. He understood how difficult his request would be to follow - Japan was busy with the war that was practically at his backdoor. While Alfred was at a safer distance, he was still heavily occupied with his globe-sized game of chess with Ivan.
Nevertheless, it would be nice to hang out with Japan every once in a while and just shoot the breeze. A guy could hope, couldn't he?

Japan had two sayings. One, Jūnin toiro, directly translated into English as: ten men, ten colors. The other: Anzuru yori umu ga yasashi: Giving birth to a baby is easier than worrying about it.
The first saying had to do with how Japan and America dealt with their current conflict. Alfred has his way of facing problems as did Japan. Of course, these methods differed at times, but still they coped in their ways. Jūnin toiro: to each his own. Yet even though they did not always agree on the best way to face a problem, both of them realized that obsessing over them would get them nowhere and leave them vulnerable besides. Anzuru yori umu ga yasashi: Fear could be greater than the danger itself. Kiku had been on the verge of forgetting this second proverb.
The Asian had slowly been reaching the cusp of his own sanity, so when America requested to meet not only out of uniform but in a place associated with better memories it had been wholly refreshing. It seemed Alfred had not been the only one in need of a change in scenery and the face of a friend. The war was drawing Kiku thin. Now more than ever he needed the reassuring visage of a friendly face. Of course he expected business to be discussed and he and Alfred both had worries they would lay on the table, but for once Japan didn't feel his skin crawl in anxiety. The moment Alfred's eyes met his, in fact, Kiku forgot what worry was.
It flew ever further when he was enveloped by the younger nation. It was not strange to be greeted in such a way by America--he'd been doing so for decades--and Japan as always just smiled and wrapped his own arms around Alfred.
Just as the embrace for America was sign of their exceptional friendship, the fact that Kiku not only returned it, but only flushed faintly at such a bold and public gesture showed that the sentiment was returned. Japan felt their bond was strong as well. Further than that, it was not an act that been immediately taken up by America. Alfred and Kiku had worked up to the act of affection. America had respected Japan's public space and it was something Japan had and would be forever grateful for. There was more to the zealous nation than many others saw.
Though Alfred could come off as rash and cocky, Kiku considered him deeply affectionate and loyal. He was loud at times, but he was not unwise. Everyone made mistakes, but Alfred's zest to correc them was one of the reasons there were no barriers between him and Kiku. Kiku considered him one of his closest and most cherished friends. They were both strong even if Japan was older and smaller than the nation who hugged him.
Kiku's blush was not gone when Alfred pulled back from him, but he pretended to pay no mind to the fact that his cheeks were still warm. Instead he smiled softly at America's concern for him. There is no mistaking what America is really asking. "Russia wants my land, China wishes me to come home and thus wishes to take my independence in thinking he knows better. Yet here I am. So do not worry, Alfred-san. While they are experts in their own ways, they are no match for my seas and the dangers wherein I'm master. I am doing well," he took America's hand and his lips lifted all the more. "I do not worry so much when I remember that you are my friend." The taller nation would protect him and vice versa. Any move against either of them would be repaid by the other seven-fold.
"Come let's sit down. I have no ordered food or drink yet. I wanted to wait for you as is only polite." He moved to lead him back to the table he'd reserved and then allowed America to be seated first. It only when Japan is also sitting that he lets out a sigh of happiness--something he'd not done in what seemed so long.
"I am in agreement with you. I do hope we can do this more often because we wish to and not because of our foes." He knew it could be wistful to agree because they each had their own worries and battles when it came to the Pact, but it was true nonetheless. "I did want to see you, however, Alfred. And not just because of the Pact."
He had missed him and he did hope to be able to "shoot the breeze" with America, even if such a thing could not be this time around.

Alfred's eyes narrowed further when Kiku confirmed his concerns regarding Russia. "Of course he wants your land. He wants everyone's land, and you happen to be right on his back doorstep." This worried Alfred, that Kiku was so close to so many enemy countries. Alfred himself had a barrier of other Allegiance nations, but Kiku was not awarded that luxury. Fortunately, he knew from past experience that Kiku was nothing if not tenacious. He and Kiku were once fierce enemies, after all.
It was strange to think of how much progress they'd made in such a short period of time, and yet refreshing. It went to show that when/if this war reached an end, there was still a chance for renewed friendship amongst enemy nations, just as there was for America and Japan.
When Alfred felt Kiku's hand slip into his, he gave the smaller nation's hand a gentle squeeze.
The younger nation chuckled when Kiku admitted that he hadn't ordered anything to eat or drink yet. "You could have at least ordered water or something." He knew how much of an importance Kiku placed on politeness, however, and he quickly followed up his teasing comment with a "thanks".
Alfred grinned when Kiku confirmed that he wanted to see Alfred outside of war business as well as to discuss more serious matters. "The feeling's mutual. I've missed you, and it sucks that we don't get to do this as much as we used to." That was the understatement of the century. Even this supposedly casual meeting was not entirely free from war business, after all, and that was unfortunate. Still, it was clear that both nations wanted to make this as easygoing as possible, and that in itself was a comfort.
Food and drink would also help - especially Alfred, who had a habit of comfort eating. In fact, he already felt more at ease at just the thought of sitting back and eating with one of his closest friends and allies. "So, is there anything I can do to offer you help at the moment? I'd like to lessen your load if I can." As mentioned before, he knew that Kiku was in a bad strategic location. Anything he could do to take a bit of extra weight off of Kiku's shoulders he was willing to offer.

Japan lamented about many things, though he kept most private. He lamented that there was a war in the first place; so many nations had jumped the gun on declaring war including the nation in front of him, though that was most likely less his fault than the boss of the nation. He had been fortunate in that when the first strike had been made he and his boss had agreed that entering in so early would be premature besides by the constitution it had been impossible to declare war. That had not been changed until Russia had poisoned the horizon.
Kiku also lamented that he had been drawn in—that so many countries had been drawn in. He lamented how this had affected how he used to be able to often come and go from countries and visit both allies and family, even if they did not share his views.
He missed his family.
Still he tried not obsess because why do so on things out of control and wasn’t this entire affair of war out of his hands? No one had asked for it, least of all Iran and Israel, but Iran had made a choice that colored them guilty of crime whether or not they’d had a hand in the assassination of the Israeli Prime Minister. You did not set off nuclear bombs in a city and claim self-defense, and Japan knew the effects of nuclear bombs more than any other nations. That act had sizzled in his blood, but he had kept calm. Why couldn’t other nations learn from that?
“Neither of us can hold blame or guilt for our lapse of meetings. Such is the way of war, though I can tell you with sincere honesty that I am glad we are on the same side this time.” He waved for a waiter to come in their own time and steepled his fingers. His eyes set on Alfred’s face and he gave him a grateful smile. “You are on the offensive, Alfred-san, and I know it is no secret to you that I am more on the defensive front at this time. Do you not need your troops for your own means?”
Though even he knew the value. “Russia has taken to attempting to bomb me. Tokyo is always under watch. He has already killed upwards of two-thousands of my citizens.”

Alfred smiled when Kiku announced that he was happy that they were on the same side. "Yeah I know. It's hard to believe we were fighting back then." It both was and wasn't, but Alfred preferred not to focus too much on those times and concentrate on the more pleasant recent memories with Kiku.
While the younger nation agreed with Kiku's overall assessment, he still had his reasons for offering help. It wasn't so much that Alfred felt as though Kiku desperately needed it (it was far from that, in fact), but more that Alfred wanted to do everything in his power to ensure that Kiku was safe, rather than just hope for it.
That meant getting involved in some way, even if that just meant sending a few soldiers. "Well yeah, but that doesn't mean I'm not willing to offer up a few guys to help boost your defenses." He could spare a thousand or so men to keep an eye out for Kiku and possibly send out a message to him if things went to pot.
He knew just how powerful Kiku could be in his own right. During World War II, the very nation he considered to be one of his best friends now was his worst foe. He didn't doubt that Kiku could defend himself...but he worried nevertheless, if only because Ivan was getting so involved.
Little did he realize that Ivan was not the only pressing threat in the area to Kiku's wellbeing. Were he to realize that, he'd offer up more than just a thousand men. "You should come and visit me next time you're able to." Alfred smiled, hoping that Kiku would be able to take up that offer somewhat soon.
As it was, Kiku focused on the threat Ivan posed, and Alfred could feel his fists clenching together at the thought of Ivan daring to get as close to Kiku as he was. Alfred was glad to have Kiku on his side, but Ivan was the one who drew him in in the first place. Anyone pretending otherwise was, to him, downright delusional.
"Please keep me updated on Russia's actions if you can." Alfred ran a hand through his hair. This was supposed to be a relaxing meeting, and yet the very subject of Ivan was making him far more tense than he was at the outset. But he knew it had to be discussed nevertheless.

The waiter came just as Alfred finished speaking and it gave Kiku a moment to both organize and plan what he would say. He did often feel the air before he spoke, but even though he was a nation of peace, even he could speak without thinking. He would not deny that such an action was not always a boon, but it was more times than it wasn’t. So he turned to the waiter and with a nod ordered a glass of water. He could have drank, part of him admitted it might ease him ever so slightly, but the day was still young.
“I am still perusing the menu, but my friend is more than welcome to order if he knows what he wants,” Japan nodded to Alfred and waited for him to order be it just a drink to start or more. Only when that was done did he give America a smile.
He slid his finger down the menu, not truly reading. He actually wasn’t hungry, but it would be impolite to not eat. “You know you can trust I will very much keep you informed about what Ivan is up to. Perhaps I may not seem it, but I am more concerned than I let on.” Kiku knew his potential; he knew he was capable of fighting, but it had not been so long ago to him that his tenacity for battle had scarred him irrevocably. How could he ever admit to anyone, even someone as close to him as America that he was frightened of himself? He did not want to be pushed off that edge.
If only he’d known that it would be Russia who would throw him off that cliff, but a nation he had always looked up even if it taken on the form of resentment and hurt from time to time. If he had known, perhaps he’d have saved himself that pain. “If you feel you can spare them and believe they will aid me, I will take whatever generosity you wish to give me, Alfred-san.” Still there was a note of sadness in his voice and even as he laughed softly it was a forlorn sound.
“It was not too long ago that I was offering Ludwig some of my men, though he refused. I have sent a few of my generals with him, however, to learn combat in the modern clime of Eastern Europe, however. I do not know how long I can remain defensive, Alfred.” It was an admission he’d made to Germany recently as well, but still it struck him every time. It was the truth and he could not hide from it any longer. “I cannot promise that when I come to visit you, things will be as they are now. It is only a matter of time before someone finds the right button to push and I must too join this war. It is not fair that I am not actively fighting while so many of you are.”
Yet when had war ever been fair? Or happy? It was dark and the more and more Japan was staring once more into its abyss.

About thirty years ago, Israel's boss was assasinated. By who, well, no one knows, but Israel immediately blamed Iran. Of course, that alone wouldn't have started World War III, even though Israel and Iran's various allies declared war in quick succession.
Nah, the nuclear bomb in the middle of Jerusalem probably did it.
Now? Now the rest is history. The world's been at war for thirty years, thirty years of bloodshed and pain. No one else has reached for the nuclear option quite yet, but no one's happy. So if we all die- well, do not forget me, okay?
