Iran has to halt herself from throwing Belarus a skeptic look. She is aware that requesting a private conversation with China seems suspicious, much less like she is scheming with China and is betraying the pact. She also knows that there's a huge block of distrust between the attendees, but it seems delusional to contemplate the mere idea of her plotting behind Ivan's ever watchful back, Iran is not an idiot to think that she can get away from Russia's notorious wrath. She passes China a small note surreptitiously, and turns to her previous position; in front of the door. She sighs and makes her way to her respective chair, places her binder on the table and crosses her legs waiting for the storm.She glances at the attendees and adjusts her vision to China to make sure he did not open the note. Satisfied, she returns her attention to the meeting.
She observes Lithuania, who is acting eccentric. He starts with a shaky and a quavering voice , particular and specific words come out of his lips that gives out the impression of training, a mantra of some sort. She trains her eyes away, grabbing her sleeve nervously and sighing. A few seconds later, she returns her eyes to the previous location to observe Belarus supporting a determined look and covertly clutching Lithuania's and her sisters hand. She lets herself smile for the merest of moments, even though Belarus gives the impression of a cold nation, she cared for her family.
When Venezuela speaks, Iran had almost forgotten the request for a private conversation. However, she is reminded and can't help but raise her head up from her notes. She attempts a smile directed at Venezuela. She glances around, assessing the moods to come up with an appropriate response that wouldn't cause more suspicion."Of course not, however it's rude of me to bring a private conversation when we are in the presence of allies. I am sorry for my rude behavior"

'A meeting in Moscow to discuss Japan' the memo had said.
Todor had not intended to attend, at first. Yes, he was a member of the Joint Pact, but his role in the war was not major, and Japan was not his concern. What could he possibly contribute to the meeting?
If he'd had his way, he would have stayed out of this war completely. But with a former enemy to the south who had controlled him for 500 years, and the war creeping closer to his borders, he had seen no other option but to choose sides. He had needed allies, and the Joint Pact won out.
Todor decided to attend the meeting, if for no other reason than to show his support for the nations that had been his friends during the communist era. There was one problem, however. His wallet was very light due to the ongoing war, and he found himself unable to spare the money for a plane ticket. He would have to find other means to travel to Moscow.
As a result, he arrived to the meeting what Francis would probably call "fashionably late" but to Todor, who tended to be right on time, was quite embarrassing. With any luck, the members of the Joint Pact hadn't expected him to attend at all.
Entering the meeting room, his eyes took in the present nations, lips curling into a sheepish smile. "Sorry I'm late." Todor uttered the apology in Russian in hopes that it would make their host more likely to forgive his tardiness. "I kind of hitchhiked here," he admitted with a small chuckle. Eyes raking over the nations gathered around the table, Todor noted the bored expressions on their faces. Maybe he hadn't missed anything important. However, there was a palpable tension in the air that suggested otherwise. Todor swallowed. He hated tense situations.
But he had just the thing to lighten up the mood!
"Anyway, I come bearing sustenance!" he grinned, holding up a bag containing two six-packs of Bulgarian yogurt, which he placed at the head of the table before quickly taking a seat next to Toris. Unless explicitly asked for his input, he would just listen to what the other nations had to say.

Bolivia had remained silent for a large part of the meeting. It wasn't that she disapproved of the meeting, or that she didn't have any input into the meeting itself, the meeting was just surrounded with: tension, anger, depression... Jeez, why was everyone so gloomy. Throughout the entire meeting she just watched as her allies discussed back and forth about the "Japan question".
Like her senior ally: Venezuela, she saw Japan as not much of a threat, his nation was small and was just filled with anime lovers, however according to everyone else... he was a global force to be reckoned with. Bolivia wasn't usually frustrated, but seeing the other nations refer to Venezuela as a boy really got to her... In fact the whole time the two of them were simply ignored. Bolivia knew that this was not how allies should treat each other.
And so as the meeting continued, she just stared at the table, once in a while looking up to see a new drama (e.g the knife incident). It was rather sad... So this was the Joint Pact? According to the other nations, this was a united alliance to combat the United Allegiance, Bolivia saw nothing united about this alliance. Please, someone lighten the mood for crying out loud! They sounded as if some nation had just died! But finally there was hope... Bulgaria had just come in and offered... yogurt? Nice.
Standing up, she greeted the new comer. "Ah, hello Mr Bulgaria! Thank goodness you have come! Welcome to the meeting, we've just been discussing some things, right everyone?" As she turned towards the group.

China stepped away from only a moment into a very confusing situation. He returned to his seat just as quickly to hear what his sister had to say about the situation. It was good of her to remain calm and kind through her speech. She sounded more concerned and acknowledged his loyalty to her in the past. Which was good because he would do well to remind her of it if she didn't. He had always been there to support her and he would come to her defense when she needed it. But right now she just didn't understand what she was talking about and it was better that way.
" Thi, I understand that you are curious as to where my army is. It seems that all of you are interested in the location" He commented just as Toris began to speak. He listened to him stutter and sputter about things he clearly didn't understand, for such a small country that couldn't help much with anything it was amusing to China why he would even speak up at all. But he'd never say that out loud of course, that would be rude. Luthuania was probably doing the best he could to be as small as he was.
"I see now that you are all in need of some sort of security from me." He bowed his head respectfully and sighed as he lifted. He supposed if they needed something that it was going to calm their anxieties he was going to have to give it to them. It was a minor inconvenience but it wasn't anything he wasn't prepared to handle. Trust was always a difficult thing for the nations around this table but for their own good it was better for them not to pry. "Do I need to provide you with a list of where I am fighting in the war?" He asked, now seemingly willing to hand it over to them.
Of course there was no such list, but one could be provided. China knew exactly where is army was and it was none of their buisness right now. He was willing to help Thi and he would try to meet Russia's demands, at least enough to satisfy him and get him off his back. Yao went silent in though. Belarus was particularly vocal with her opinions on the matter, but he responded very little to it until now. He was willing to provide them with what they needed to stop asking questions.
He may have to call in a favor…

If Vietnam knew for a moment that China considered himself to be loyal to her, she would have laughed. He hasn't been there for her since it stopped benefiting him. Where was he when France decided to colonize her? And did he live up to his promises during the Vietnam War? No. She trusts Russia, of all people, more than she trusts him - and he deserves that position in her life. But just like he only helps her if it benefits him, she'll only acknowledge his help when it benefits her.
She listens patiently to Lithuania but doesn't really react to his words. Though she actually respects him somewhat - from what she's heard he used to be quite the country - his entire manner now seems to be pathetically weak to her. In fact, it's because she holds that small respect for him that she doesn't react - otherwise her reaction would not have been complimentary.
Which is exactly unlike how she reacts to some of the other nations now piping up. First Bulgaria - his late entrance is greeted with a long, disapproving look. And the yogurt he offers is given a completely unimpressed glance - no, she's not even going to try it. Not unless someone hands it to her directly and ignores her protests about how they shouldn't be so generous - then she would have to try some in order to be polite - but as it stands she can ignore the meager offering without consequence. She also doesn't need to react to Bolivia's completely uncalled for attempt to speak for the group - that can also be ignored without consequence.
No, she'll concentrate on things that actually matter, such as her eldest brother's words. They cause her to smile and she is quick to say, "Vâng, that would be very helpful! It would allow me to better plan my own efforts. It is very important for allies to coordinate their plans in a war. Is that not why we are all here?" In retrospect, perhaps her brother now regrets teaching her so many of his methods for getting people to do what he wants. Then again, it's not like he taught her directly - he used them against her too many times and then she learned by example.

Vietnam was right... It was important for allies to coordinate efforts. Bolivia was by far the weakest of the Joint Pact. The Brazilian air force was causing a riot in Bolivia, her troops were suffering defeat after defeat and her economy was in ruins, the only thing that had saved her from complete collapse was Venezuelan support in the war. Adela knew that things had to change, she was currently fighting a war with obsolete tanks made in Austria... And they were light tanks.
"Sí signora! On the topic of coordinating efforts could we please have some more support in our theater! If we have victory in South America we can easily strike the American heartland!" She doubted that they had the capabilities to actually make a landing in the Southern United States but it could convince her allies of actually helping out in the war. The European nations she could understand were fighting many enemies at once... But the Asian armies could be extremely valuable. The People's Liberation Army of China would be very useful. So where was it? Japan however dangerous he was was still a small nation. There is no doubt in her mind that Japan could be handled within a week.
"I need some supplies from you signor Yao, my economy is tiny compared to yours, surely you could spare a poor nation a couple thousand tanks? And however strong Japan is, signor I am very confident you will win. Then you can cross into Alaska and strike North America! Effectively ending the chance for United Allegiance victory. Now we can't do that with the largest army in the world missing from the front line, so if you could, could you please tell us of their position?"

When Todor arrives, at first Vicente pays him little attention. He's attempting to keep a close eye on all the little details of the interactions between all the main powers of the alliance - even the slightest glance could mean something important and he doesn't mean to miss anything that might prove to be important. However, when Todor mentions something about food, he can't help but glance over and at least see what's being offered. ...Yogurt? That's a bit random. And certainly not one of his favorites. But that doesn't mean that he doesn't immediately say, "Hey, pass one of those over here!" It's free food, after all, and there is more time than he'd like between the last time he ate and the next time he expects to eat.
After staking his claim to one of the yogurts, he listens now instead of commenting. After all, though he's obvious not shy about expressing his opinion about side conversations (or at least ones between nations he likes), at the end of the day it's up to Yao to decide how to manage what the other nations present think of him. After all, though he's not completely without influence, Vicente's opinions only count for so much among the nations present. Still, he reminds everyone that he's unhappy with the general trend of the conversation by frowning.
Though when Adela suddenly speaks up and starts insisting that she needs help from Yao, Vicente is quick to interject. "Hey! There is no need to ask him for tanks!" he says, sounding irritated. Not that he really feels that irritated about Adela herself, but he's kind of frustrated by the entire meeting right now so he'd probably sound irritated no matter who he was talking to or the topic. "I mean, that is not really the problem - our allies have already been so generous toward me and I am doing so well in the war that I could easily give you a small army's worth of tanks myself," he states quickly, seeking to establish the fact that he's doing just fine. The other nations here already don't take him fully seriously, and the last thing he wants to do is sound like a charity case.
Especially because it's true that they have been generous. Yes, what they've given him is probably their spare, outdated stuff, but it's not like he needs his military to be good enough to tackle Alfred right now - he just needs to be able to fend off Izalene. Still, that hasn't been without a few problems, and Adela is right to be complaining, but she needs to be complaining about the right thing. So, directing his words now more to the Joint Pact in general, he adds, "The problem is not that we don't have enough weapons in South America, the problem is where they are and getting them to where they need to be. I have more than enough weaponry to give to Adela, but Izalene has air and sea superiority - if I put anything important in the air then she shoots it down, and if I put it on a ship, then she sinks it. The reason why I'm doing so well against her is because she is absolute mierda at fighting in the rainforest. But it is not so easy to get tanks or anything like that all the way to Adela's place - that would require them to travel all the way through the Amazon rainforest. The terrain is just impossible! I can get small arms that people and animals can carry to her place in large numbers, but in order for her to be reasonably expected to go on the offensive properly, she needs tanks and artillery. I cannot air lift them over to her without Izalene shooting them down, and even if I managed to slip ships past Izalene's, Adela is landlocked and the easiest route is through Chile - but Chile also has sea superiority over me, at least that far away from my lands. So if someone could help us conquer a route from the Pacific coast into Adela's lands, we could get her properly supplied and then all of South America will quickly be in our hands."
Though he seems to say it all very easily, those who know Vicente best would notice that the young nation just admitted to a lot more weakness than he'd normally admit so freely - he's more the type to boast that he can handle everything single-handedly unless he absolutely needs help, and even then he'll downplay exactly how much help he needs. Instead he's laid out the situation accurately because it's Adele who needs help, he cannot give it to her by himself, and if he doesn't request the proper amount of help then it's her who will suffer.

Perhaps the fact that she didn't even rank as a paper tiger, was the reason why no one seemed to be taking Adela seriously. She had been an idiot. She ran into a world war with a weak economy, industrial base and an unprepared army... the commanders of the army only found out about their declaration of war on the news two hours after the war had begun! Adela had thought that with powers like the Joint Pact they could rapidly win the war and share out the spoils, equally. And it really did go that way, the Joint Pact advanced and advanced and advanced, until stalemate arrived. Bolivia had launched her own campaigns as well... her armies invaded Paraguay, Peru, Chile and Argentina... The only success was Paraguay. As soon as she advanced about a few kilometers inside the enemy territory she could no longer continue the advance, due to a massive supply shortage and a guerrilla war in Paraguay with rebels in the mountains. That was when her troops were thrown back... In fact they had almost penetrated into Bolivia itself before Vicente arrived with troops to support her, Adela's parallel war ended in a disaster with only Paraguay becoming fully occupied.
It also didn't help the fact that her troops had been quite negligent in the war thus far, some riflemen hadn't even shot a rifle in their lives! Everyone, probably even Vicente must have been convinced that she was nothing more than a liability to the Joint Pact... There were stories of hundreds of Bolivian troops surrendering without firing a shot at Chilean troops in the disastrous invasion of Chile. Terrible jokes about her people's cowardice had already spread around the world 10 times already... No doubt her Joint Pact allies would take notice on the weak Bolivian army and air force.
"Sorry Boss man, but my troops need help. We only hold the enemy 90 kilometers from my country itself in Argentina, 100 in Peru and 10 in Chile. I'm not going to leave this room empty handed! If I do... then I'm afraid I won't be able to attend the next Joint Pact meeting... because Bolivia will be overrun... I don't want to ask for help either, but I'm to weak to hold them off forever, their last major offensive threw us out of a major city in Chile! They have complete air superiority and my men are surrendering any time they see a United Allegiance soldier!"

About thirty years ago, Israel's boss was assasinated. By who, well, no one knows, but Israel immediately blamed Iran. Of course, that alone wouldn't have started World War III, even though Israel and Iran's various allies declared war in quick succession.
Nah, the nuclear bomb in the middle of Jerusalem probably did it.
Now? Now the rest is history. The world's been at war for thirty years, thirty years of bloodshed and pain. No one else has reached for the nuclear option quite yet, but no one's happy. So if we all die- well, do not forget me, okay?
